On December 27, the Central Bank issued the "Bar Code Payment Business Standard" (trial implementation) (hereinafter referred to as the "Standard"), which imposed many restrictions on barcode payment, such as the use of static barcode in a single customer bank account or all payment accounts should not exceed 500 yuan. In Answer to Journalists'Questions on the official website of the Central Bank, the reasons for this measure are summed up as follows: payment security. We carefully studied the documents and consulted the relevant information, and found that it was not so simple. The emphasis of barcode restriction is not on payment security, but financial security. In the Code, we note the following description at the beginning: when the banking financial institutions (hereinafter referred to as banks) and Payment institutions carry out barcode payment business involving cross-bank transactions, they should be handled through the People's Bank of China cross-bank liquidation system or the liquidation institutions with legal qualifications. From the date of the issuance of this Notice, banks and Payment institutions shall not add different legal entities to handle the barcode payment business directly; the stock business shall be in accordance with the People's Bank of China.
